Bolashak and American Councils

Please Note Important Information Regarding University Admissions Timelines: American Councils will notify each student as they are admitted to a university in the U.S. As we are working to secure placements for all candidates, we are working on the timeline set by the university for the admission of sponsored students. As a result there will not be any information available about your placement at universities until late Spring. As much as we would like to provide information about possilbe placements during the process, we feel it is best to contact the student only after placements have been finalized.

We are pleased to announce that American Councils for International Education: ACTR/ACCELS has entered into a partnership with the Center for International Programs (CIP) under the Ministry of Science and Education of the Republic of Kazakhstan to assist in the administration of the Presidential Scholarship Program, "Bolashak." The CIP was created to administer the 3,000+ annual student scholarship program announced by President Nazerbayev in March 2005.

Many of you know us as "ACCELS" in Kazakhstan. We are an international not-for-profit organization working to advance education, research, and mutual understanding across the United States and the nations of Eastern Europe, Eurasia, and Southeast Europe. With a staff of over 450 professionals, American Councils designs, implements, and supports innovative programs in education, community outreach, and scholarly research. We have administered the original Bolashak Program in the 1990s, and are pleased to have been asked by the Government of Kazakhstan to assist in the expanded program now. We have worked with hundreds of host universities previously, either through the Muskie Graduate Fellowship Program, the Eurasian Undergraduate Exchange Program, or the Partnership for Learning Undergraduate Program, and are pleased to have administered the FLEX Program and many other U.S. State Department exchanges for many years.

American Councils is pleased to be able to assist the government of Kazakhstan in this initiative and we look forward to working with participants and their host universities. American Councils has offices in Almaty and Astana, Kazakhstan, and a dedicated staff in place to assist you and the administration of this program there, as well as in our headquarters office in Washington, DC.

The details of the arrangement with CIP include:

American Councils’ sponsorship of Bolashak students includes academic monitoring, answering questions about your scholarship, travel to Kazakhstan, life in the U.S., etc., as well as a 24-hour emergency phone number that you should use to contact us in case of a medical or other emergency.
